refugees & displaced people

On December 1950, the United Nations High Commissioner for Refugees (UNHCR) was established. The agency is mandated to lead and co-ordinate international action to protect refugees worldwide.

2003-2004: the number of people 'of concern' to UNHCR decreased from more than 20 million to just over 17 million, the lowest total in at least a decade. They included:

(1) People who have been obliged to leave their villages, town, cities but still living in their home countries.

(2) People who have applied to be recognised as refugees.

(3) A stateless person is someone who is not recognised by any country as a citizen.
