One of the primary motivations for a region to promote itself as a tourism destination is the expected economic improvement, but in most all-inclusive package tours:
- about 80% of travellers' expenditures go to the airlines, hotels and other international companies (who often have their headquarters in the travellers' home countries), and not to local businesses or workers;
- local businesses often see their chances to earn income from tourists severely reduced by economic enclave tourism such as the cruise ship industry. In 1999, non-river cruises carried some 8.7 million international passengers, but on many ships guests are encouraged to spend most of their time and money on board.
